Role Summary
* In this role, you will lead and manage all aspects of defense supply chain proposal activities, serving as a liaison between procurement, contracts, engineering, finance, legal, and program management. You will interpret and apply FAR, DFARS, and ITAR/EAR regulations, ensure accurate and compliant proposal submissions, and support defense programs by providing timely, high-quality supply chain proposal deliverables. Education & Job Requirements
* Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
* Minimum of 3 years of experience in proposal, procurement, or supply chain roles; prior proposal experience preferred.
* Familiarity with U.S. DoD acquisition process, RFP structures, flow-down clauses, and compliance standards.
* Knowledge of FAR, DFARS, and international defense contracting practices.
* Familiarity with ERP/MRP systems (SAP, Oracle, or similar).
* U.S. Citizenship required due to contract and security requirements. Professional Attributes

* Understanding of cost estimating, supplier negotiations, and Basis of Estimate (BOE) development.
* Experience with proposal pricing tools (e.g., ProPricer) and reporting dashboards (e.g., Power BI). Job Duties & Functions
* Lead planning, coordination, and submission of all supply chain proposal inputs for RFPs, RFQs, and RFIs.
* Partner with procurement, contracts, engineering, finance, legal, and program management to ensure proposal accuracy, compliance, and competitiveness.
* Interpret and flow down FAR, DFARS, and international contract requirements into supplier RFP packages and BOE justifications.
* Maintain a centralized view of all current and upcoming defense supply chain proposal activities.
* Develop and deliver executive-level presentations and reports on proposal progress, risks, and resource needs.
* Support make-or-buy analysis, supplier quoting, and cost estimating strategies.
* Review and validate supplier inputs for cost realism, historical pricing alignment, and DoD compliance.
* Participate in internal and customer-facing proposal reviews, audits, and fact-finding activities.
* Ensure export control and ITAR/EAR compliance throughout the proposal lifecycle.
* Maintain documentation to support DCAA/DCMA audit readiness.
* Contribute to the continuous improvement of proposal development processes and tools. Physical Requirements & Environment
* Primarily office-based work in Washington, DC, or Wichita, KS.
* Minimal travel required.
* Work is largely sedentary with occasional lifting or carrying of proposal materials or documentation.
* Ability to work standard business hours with flexibility for deadlines as needed.
