Reporting directly to the Assistant Vice-President (AVP), the Director, Financial Services is a key contributor to the development and implementation of the Company’s operating and capital plan. In collaboration with internal stakeholders, the Director, Financial Services is responsible for the coordination of financial forecasts and projections, budgeting and costing for all functional groups within the Company including Operations, Technology and Corporate Services. The Director, Financial Services is responsible for monitoring ongoing financial performance across the functional groups and for providing timely information, insights, analysis, and reports to executive and senior management to support decision making. The role supports the ongoing application of financial policies and procedures for a robust financial internal control environment that enables the Company to achieve its strategic objectives within approved the financial budgetary constraints. In this role you will:
- Acts as a trusted advisor to the business and plays a key role in the development of financial plans, identifying potential challenges, risks and financial opportunities, ensures alignment to the corporate vision and plan and performs an important role in reporting to senior management.
- Oversees departmental financial reporting including forecasting and projections and leads the development of the annual financial budget and outlook (both operating and capital), working collaboratively with senior leaders across all functions of the organization.
- Leads the development of annual and 5-year financial operational plans and assesses ongoing financial performance across all departments of the Company (covering both operating and capital spend), providing timely information and insight to senior management in support of ongoing decision making for immediate and future planning.
- Working closely with the Technology group, is accountable for coordinating and consolidating the medium-term capital plan including the capital budget and preparing draft presentation materials to support ultimate budget approval,
- Accountable for providing senior management with financial analysis and insight in support of collective bargaining strategy development and decision making.
- Leads the preparation and execution of the cost allocation process in support of rate setting.
- Advises key members of senior management on budgeting, forecasting, investment priorities and opportunities, corporate performance and policy matters.
- Assists with the preparation of financial material and presentations for the Board of Directors and its Committees (Board) to enable the Board to effectively carry out its oversight and approval role.
- Provides ongoing education on the Company’s financial policies, processes and financial tools to managers across the organization.
- Provides leadership by creating an environment that supports collaboration and commitment to a common vision and shared values; provides employees with clear direction and opportunities for continuous learning and development.
- Leads staff & work teams or task forces in broad functional/process areas to solve issues.
- Integrates delivery of customer service (internal/external) to ensure that current &evolving customer needs are met.
- Collaborate with other functional areas within Finance to redesign and streamline work processes, practices and reporting as required.
- Provides insight to senior management on non-ANS revenue generating projects/initiatives to ensure full understanding of reporting on revenue and cash collection and margin analysis.
What you bring:
- Undergraduate degree with specialization in accounting, finance, business administration, commerce, management or economics.
- Must possess a Chartered Professional Accountant (CPA) designation.
- The successful candidate will have 10&43; years experience in finance/accounting with a strong background in operations environments.
- Minimum of 5 years progressive leadership experience required.
- Experience navigating large and complex organizations, including gaining access to key stakeholders and successfully managing relationships.
- Proven track record in budgeting and forecasting development and analysis with ability to meet goals and performance measures.
- Proven experience managing and mentoring a team.
- Experience working with IFRS standards, with an expected understanding of regulatory accounting (IFRS 14) is an asset.
- Specific experience in:
- Operating and Capital Budget Development and Analysis, including periodic forecasting.
- Financial Analysis. Periodic reporting and variance analysis.
- Consulting advice and financial guidance to operational groups.
- Corporate Planning.
- Expert financial analysis and accounting skills and strong knowledge of internal control environments.

Working Conditions:
- This position is a Hybrid position based at the Ottawa Head Office requiring a minimum of 2-3 days in the office
- Standard office environment with some travel between offices where various staff are located.
- Expectation that the individual can juggle multiple tasks and deadlines and manage a large portfolio of issues and competing demands.
- Most deliverables are subject to tight deadlines.
